The Frozen City is the fifth area encountered and the third open world area. The Frozen City consists of props which are frozen such as street lights, fire hydrants, and cars. This area also includes ice which is very slippery, which can lead your character into dangerous situations if you're not careful.
The Frozen City leads to The Labs.
